Implementing the American Recovery and Reinvestment Act of 2009 (Recovery Act)

The Mayor’s Office created a dynamic framework of guiding principles to help evaluate and prioritize ARRA funding investments to maximize their impact while closely adhering to the letter and spirit of the ARRA law. These principles are being applied when considering how to invest funding grant awards as well as evaluating competitive grant programs:

• What IS and what is NOT eligible under ARRA or Executive Directives.
• What are the managing federal agency guidelines for individual programs?
• For Capital Projects – what federal stimulus programs can fund projects that are in the City’s or individual departments’ approved capital plans?
• Is the project of regional significance – can we leverage regional or community partners to be more competitive?
• Can we build on the success or further invest in a current or recent federal grant?
• What appropriate and wise ARRA investments can impact our current fiscal year budget challenges?
